On May 13, 2026, HomeNet Cambodia (HNC) joined forces with various civil society organizations, workers’ groups, trade unions, and development partners at the Social Protection for All (SP4ALL) Quarterly Meeting. This gathering aimed to promote inclusive and equitable social protection across Cambodia. SP4ALL is a national coalition that brings together more than 20 organizations representing vulnerable communities from both the formal and informal sectors, all working collectively to advocate for stronger and more inclusive social protection systems.
The meeting focused on three key objectives: finalizing SP4ALL’s Terms of Reference (ToR), Media Protocol, and 2026 Work Plan; discussing the election of SP4ALL leadership; and sharing updates and opportunities for collaboration among members. These discussions are important for strengthening the coalition’s governance, improving communication strategies, and enhancing collective efforts to influence social protection policies in Cambodia.
As an active member of SP4ALL, HomeNet Cambodia played an important role in discussions on future priorities, particularly those affecting informal and home-based workers. The coalition’s 2026 work plan includes initiatives focused on research, capacity building, policy advocacy, and awareness-raising to expand social protection for informal workers, improve access to social security, strengthen public financing for social protection, and promote public participation in policymaking processes. HomeNet Cambodia remains committed to bringing grassroots perspectives and experiences to these discussions, ensuring that the voices of home-based workers are represented in national policy debates.
The meeting also highlighted the importance of coordinated, evidence-based communication and advocacy. SP4ALL finalized its Media Protocol, which aims to ensure consistent messaging, strengthen public engagement, and amplify the voices of vulnerable communities through collective action. Through its participation in SP4ALL, HomeNet Cambodia reaffirms its commitment to advancing social protection, labour rights, and inclusive development for home-based workers and other vulnerable groups in Cambodia.
